I'm big on providing more public infrastructure and I've recently heard about public Drinking Fountains being a positive for pedestrians. Having bottled water is an environmental problem. It's a huge waste and litter issue. But having easily accessible water outside of private property will allow people get a sip of water or refill their water bottles.
Of course there is the issue of cleanliness. I believe the refill option will encourage more people to utilize their water bottles more to avoid the exposed water spout. Which could lead to a culture of bringing your own bottle which can reduce the use of disposable cups at restaurants.
