At what point do we ban golf carts from using public roadways?

It's getting ridiculous, the number of entirely preventable motor vehicle accidents and injuries/DEATHS that have occurred because our absolutely braindead state allows golf carts to use public roadways.

Here's the latest: parents were driving back their golf cart AT NIGHT with an unsecured 6 year old in tow, a 6 year old who then fell from the golf cart and was fatally struck by a car.

This was entirely preventable. Why are golf cart owners permitted to operate on the same roadways as vehicles rated for much higher speeds?

Honestly, I hope the kid's parents are never able to sleep again, knowing that their negligence directly contributed to their son's premature and entirely preventable death, but the golf cart laws and the people who wrote them are also complicit.
