What CSM army do you get with this budget

Newish to war hammer (I had some Khorne Berzerkers a while back '00) and looking for some suggestions for putting together a new CSM army. Previously never really played only painted. I'm not married to Khorne or world eaters.

If you had $650 CAD or $500 USD to put together an army. Let's say about 1000 points, but expandable to 1500.

A friend of mine is getting back into it (imperium), and I painted some of my old unpainted stuff I dug out. I enjoyed it. Now that I'm looking for a fresh start. I'm open to suggestions.
