My point is in the title. Basically, all this "No, I already did it online" (or mailed it in) could be avoided. Send enumerators to every address, just once, and if nobody answers the knock leave them an NOV. It sounds like a much bigger and more costly operation, but I believe we would close most cases with one visit.
My other idea is to pay people to complete the interview. Instead of paying multiple enumerators $28 an hour (NYC) to knock on the same door multiple times, have the first enumerator show up and offer the resident fifty bucks to complete the whole interview. I bet it would be cheaper in the long run.
