Tips to maximize FPS?

I have a pretty good computer (16gbs ram, i7-6700k, gtx 1070) but I'm only running the game at 30-40 fps. I heard its not too hard to get 60 fps these days but trying the 60 FPS lock the game feels sluggish and slow (although the framerate is good) am I missing anything?
I'm running triple CPU core mode and FPS etc.
