Anyone else feel confused when reading the Bible?

Romans 3: 21-31 just isn’t getting understood by my brain even as I reread it. Is it explaining how Jesus forgives our sins by sacrificing himself and by our faith in him? Sometimes I feel like I understand things and other times I feel kinda dumb haha
