Cat is *sometimes* an ahole and cont figure out why

My cat Puppy, 8yr, neutered can be the sweetest cat in the world, loves being a lap cat and getting all the attention, even loves my daughter. Really the only people he doesn't like are my sister and BIL, for unknown reasons, just not a fan of them. Anyway, I have had Pup since he was probably a couple months old, if that. He and his sibling belonged to a family with two young kids and he was being carried around by the throat constantly, so my moms coworker gave him to me. In 2019 I was pregnant and we moved to a new house and this is when all his negative behavior started. My then husband and I got into an argument and Puppy ran up and attacked my leg, I still have a scar from it. Since then if there are loud noises, he is prone to attack. Mainly when people are hurt or scared. He has gone after and gotten my daughter, myself and my mother. I am not sure why he does this. He HAS been vetted and shows no issues, the vet said it seems to just be his personality and temperament. I was wondering if anyone would have any ideas or suggestions? We do have a dog whom he does not like that much, and a kitten that he will play with but also gets extremely grumpy with. I am just at a loss, because if my dad had gotten ahold of him I would not have him anymore.
