My cat has a problem with going crazy

My cat stormy 6 year old male attacks me and my dad. He is usually nice and stable but doesn’t like getting pet a lot. Recently he has been going crazy like he forgets us and completely shreds our legs. We think it might be the smell of outside cats pee. We have him neutered but he continues to attack. Is there anyway to fix him?
