Cat encouraging other cat's attention seeking behaviour

I'm having a bit of an issue. I have two cats: Clementine, a british shorthair, and Hobbes who is a bengal/munchkin mix. I've had them both for a year and Clementine has been an absolute breeze for the most part. Hobbes has been much more challenging and he reeeally knows how to meow and meow and meow. I've been trying to get him to stop for a year and while it has gotten sliiiiightly better, it really is only slightly. I ignore him when he has a meow fit and try to give him attention only when hes quiet but I feel like it's not working well. To make matters more annoying, Clementine will actually engage with Hobbes once he meows enough and I feel like she's encouraging the attention seeking behavior by doing that. I dont really know what to do. Can the issue with Hobbes excessive meowing be fixed or is it just his breed and theres nothing I can do? What about the problem with Clem engaging with Hobbes when he meows a lot (if that is indeed a problem when trying to curb excessive meowing)? Can THAT be fixed? Any help or advice would be so greatly appreciated you dont even know, thank you!!
