How do I gently suggest to a friend that they should consider rehoming their cat?

My cousin rehomed his cat when he left for college to a friend of mine. The cat is often left alone for long periods. The cat’s behavior has changed significantly, and it seems stressed and anxious. I believe the cat would be much happier in a different home where it can get the attention and care it needs. However, I don’t want to hurt my friend’s feelings or come across as judgmental. At first i thought the cat was adjusting to a new environment, but it has been 3-months now. I plan on talking to my friend about considering rehoming, but is this normal cat behavior to new environment and owner? Would it take longer than 3-months to adjust?
