New cat always attacks old cat

My new cat chases and attacks my old cat every time they see each other. I have kept them separated for two months now. I have tried to counter-condition by feeding them on opposite sides of a door and other similar methods but it doesn't work because the old cat refuses to engage. She will just hide and refuse food. How can I counter-condition my new cat without forcing my old cat into stressful situations? Any advice appreciated!
