Hiring cats

I adopted two cats but both are now hiding under the sink (there is a small hole there that leads to the basement) I've seen a lot of posts about giving hiding cats time, but I don't want them to get hurt since theres a lot of dust, rust, and sharp objects in their hiding space. I am very anxious for them to come out, I want to try some desperate measures such as holding out on food and water and forcing them to come out in the open so I can seal the hole but I don't want to do that in case they dehydrate themselves and pass away because they were too scared to come out, what do I do?

Ps animal control in my city is very unreliable smh
