A bit at a loss about newly adopted male cat 1y

So me and the wife decided to rehome a second cat. Upon meeting him he was very skidish and scared. Which. We knew due to his abusive history. It’s been about 4 months now. And he’s a bit comfortable with exploring the house but, it’s still terribly terrified.

As of right now he typically only comes out to eat or use the litter. He does explore at night and comes to lay with us as well. I’ve recently tried using he’s favorite toy to lure him to be familiar with me.

But he’s still very very skidish.

Is there anything I should be doing to make this easier for him? I want him to feel safe in our new home. We’d hate to have to give up on him because he’s too scared.
