One cat has started harassing another and I don't know what to do

Hi everyone!

I have three cats, Isis (3yrs) Freyja (3yrs) and Fígaro (1yr).

When Fígaro was introduced at 6mo everything went pretty much ok. He was rowdy and often would annoy the other two cats wanting to play and while Isis would engage, Freyja would tolerate him and occasionally hiss at him if he ever got too excited. As adults they can all coexist peacefully and hang out in the living room and be chill, but Fígaro is still has a lot of energy and can sometimes overwhelm Freyja in particular. It's like he doesn't understand social cues and I think this is likely a socialization problem.

Recently however in the past few weeks, especially now that Fígaro is bigger than Freyja in size, he's started harassing her more frequently. He doesn't attack her, and he's never demonstrated aggressive body language towards her, but he will pounce on her and this will stress her out a lot. The worst part of it is that he's started pouncing on her while she's in the litter box. Poor Freyja has taken to using the bathroom under a piece of furniture we have and so it's officially a Problem.

What do I do? They have plenty of litter boxes so they aren't competing for resources in this particular case. I've tried to increase playtime with him to get out the extra energy, but that doesn't help. I try to redirect but I can't to that while I'm asleep.
