Does anyone know why my cart tastes terrible

I got this backwoods pen for ten bucks as well as a Cake cart. Whenever I inhale however, it tastes like burning sage and feels like sandpaper. I have set my cart to the lowest setting. Is this normal?
Edit: I bought this at a gas station smoke shop/convenience store in NJ.
