What hose is this?

Hello, I usually ask my father or my family mechanic all my questions but with are unavailable right due to holidays and work. Anyway I was looking under my hood checking fluids etc. when I noticed this hose connected to where I add oil and I noticed it was caked with oil so I wiped it away with barely any pressure and the hose worked right off, I guess it rotted away over time. I'm just wonder what this hose is and if it's safe to start my car to take it to a shop get it replaced.
