Legal power limit for LED bulbs is 65W?

I am writing my scenario down here, but in case if you intend skip the scenario directly to my question then it is last para in bold.

I don't know why, but lately I have started to get SOOO annoyed from the drivers that drive their car on high beam in city. Every single time when I am driving at night, 80% of the people I see are driving their car with their high beam on. I get it that an individual uses high beam on highways, but why do we need them in city, even if the street lights arenโ€™t working sometime, still low beam in the current cars are good enough to get a clear view of the road, if not people still don't have the manners to shift them to low beam when they see a vehicle coming from opposite direction. Even two wheelers are starting to get annoying, especially OLA. OLA has given projector led I guess, and the light throw is really good, but people are still keeping their high beam on in 2 wheelers, this includes Activas as well, the high beam white LED literally blinds me for seconds. These idiots don't even switch to low beam until you turn your high beam on.

The legal limit for power of the light bulb is 65W I guess (I am not sure, please do let me know), but I am really thinking to get some aftermarket crazy laser led 220W lights. I of course, intend to driving rationally and properly keeping my light on low beam in city, but I feel this type of light will put some driving sense in people.

So please just let me know if there is a legal power limit on headlamps, I did some research online and saw 65W somewhere but then again 200W led headlamps are sold in the open market. I am really considering to upgrade the headlights of my car.
