Is it possible to have fun without the excursions?

Long story short, we're going on a cruise with family. First time cruiser, and going on the cruise because family loves cruises and begged us to go.

Carnival Dream out of Galveston with stops at Costa Maya, Mahogany Bay, and Cozumel. The excursions are pretty pricey and we'd rather not book any and spend our money on a different vacation in the fall. Family is telling us that there's no point in leaving the boat then because if we don't pay for excursions we'll be harassed getting off the boat.

Are there things to do in port that aren't excursions? Can we just walk on the beach without paying, safely, and without being bombarded because we're tourists?

We are actually going on the Dream in May. We are renting a golf cart in Costa Maya and doing scuba at Goffs caye in Belize. The scuba excursion is not through Carnival and is like $100. The golf cart was only $60 and is street legal in Costa Maya so we'll just drive it around for shopping and stuff. We r doing the Tulum excursion in Cozumel and that one is through the ship so we can be sure to be back on time.

That being said, you don't have to do any excursions to have fun. This is our 4th cruise and only the first with an excursion. We always have a good time in port and can always find something interesting to do.
