Can I wrap over primer?

So I have a 78 fairmont wagon I want to wrap, I bought enough wrap to have about 10 feet extra, I tried it today and the paint underneath is peeling (this wasnt happening until the wrap was put on) so Iām going to sand a prime the entire car, can I wrap over primer?
