An ULEZ question

Hi all, hope this is the correct sub to ask this. I took M4 towards London, and took a U turn from junction 3. According to the ULEZ map (please see attached),, taking the U turn from there means I will not pay ULEZ. However, I remember seeing the ULEZ sign (see the 2nd attachment) at the slip road where I put a red arrow in the map. Does anybody know if I should pay or not? I hope some of you are experienced with this. Thanks in advance!
