What am I doing wrong?

Very new to Capcut and new to editing. This is my second project. Using the Blur effect. When I add the mask to it, the bullseye pops up, but outside the bullseye is blacked out. Seems to be the only video it does this on. I've tried a few different versions of the source video and it pops up like this every time. Any ideas why of how to fix it? Thanks!
