Clips are too short for a transition

Hello World. I'm just playing around in CapCut just trying to get used to it, and I cannot for the life of me get transitions to work consistently. I have two still pictures that I am trying to make transitions of (will add voiceovers to them soon), and every time I try to add a transition in between them, it is saying that the clips are too short for a transition and to add duplicate frames. I don't know how to duplicate frames (searched high and low for that answer), and the clips are a good 5 seconds long (well, the length of time the still pictures will be up haha). What is the issue here? I am on PC, the downloaded version.

if you stretch the clip out to increase length you can add the transition and then reduce them again back to where you want them.
