first time pickling on my own and I have two questions...

I pickled bell peppers and I was careful to fill my jars so the vinegar covered the veggies but after processing there is a little that floats above the vinegar, is that OK? I feel like there's enough vinegar in the jar that's nothings going to grow in there but I just wanted to check. Also everything sealed but two, which I put those in the fridge, but the bands/rims on all of them were super sticky. The recipe had a lot of sugar and I didn't realize until after it all dried how sticky everything was. I took of the rings and wiped it all down but just wanted to make sure that would be OK? I'm sure Im just being overly cautious but we give a lot of our canned goods away and I don't want to give anyone anything bad!
