According to rational wiki this is a chinese newspaper called 'the epoch times' run by a weird alt-right conspiracy group. Very shady stuff and i can only assume that the letter with it means it's been circulated throughout the ENTIRE neighborhood. I've heard about fascist propaganda but i didn't think this was a thing in Canada. be aware of this newspaper making the rounds and make sure your family and friends know what kind of publication this thing is before they read it.
