Cobalt/Lithium companies

Last week I watched North American Nickel (NAN) go from $.16 to $.22 per share. They seem to be searching locations for previous metals for batteries.

I see Fuse Cobalt Inc. (FUSE) as a similar company but they own 100% of a cobalt mine in Canada and a lithium mine in Nevada. But $FUSE sits at $.03 per share and it doesn't really move. Why might this be?
