"Adopting" a soldier?

Hello!
I've been writing "to any soldier" with cards and letters over the years but never hear anything back. When asked, I've been pointed to the Canadian government website where I can write to the troops.
I'm hoping to be able to connect with someone who really doesn't have anyone or needs a boost in morale. How may I go about doing this? Do those "Any Soldier " letters really get distributed? Has anyone seen this while deployed?
