Why is Redecan oil drops more expensive for medical patients?

If I were to place an order an get 5x bottles at $50 per after taxes and delivery it would be $296 amd that is through Redecan Medical.

If I were to buy 5x bottles of recreational Reign Drops through the OCS for example. Each bottle is $55 tax included and a $5 delivery fee and would total $280.

Even if you cancel out the crazy delivery fee of $11 that Redecan has it still would cost $5 more.

Sorry for all the examples but I just do not understand why medical users pay more. Isn't the product the exact same? Has anyone here had both?
