Do some locations still use manual rubber stamps for mail?

Saw this picture online, trying to figure out what the story behind it is, clearly recent date. I thought all Canada Post markings are infrared now and done automatically?
Anyways I think it's cool, and wish I could have my outgoing mail stamped like this.
