Recruiting trouble

I just started playing this game but I can’t seem to sign any recruits. I’ll have five scholarships available but I’ve played through three seasons and haven’t signed one recruit. Am I doing something wrong? Do I have to manually offer scholarships or does it happen when you use points on them?
