Actually though who do you all think. I’ve seen lots of debates on this sub and elsewhere usually about menendez vs makarov for the place of top villain.
I loved bo2 and loved Menendez as a villian don’t get me wrong, but makarov is just something else. Let’s start by the fact that our literal introduction to him is him killing civilians in an airport in a mass terrorist attack. Not only that but unlike menendez he barely gets any screen time at all yet is still able to leave such a lasting impact on the story. Some people say his motives are shallow but not really. He’s an ultranationalist with extreme patriotism for the ways his country used to be, the way their culture was once was, and is tired of being second to the west, the cherry on top is that he’s a psychopath with no limits on how he’s gonna achieve his goals. Makarov is basically a more violent Russian version of hitler, both fought for their countries in the military, both longed for the return of the old ways and to become the new world power, both had set enemies they wanted to eliminate, only difference is that hitler didn’t part take directly in terrorist attacks or human trafficking and all the other stuff makarov did. He works well as a character and doesn’t need a super fleshed out backstory like menendez got for his motives to be considered not shallow.
I’d put menendez in second, he’s a great character with a good backstory and plausible motives, but I just can’t get ignore how well they made makarov be with barely having any screen time, guy is only in one mission in mw2 and 2 missions in mw3.
