Definitive carb set procedure? Cb750 sohc

Good morning gents! Background is as follows, I have a 1974 cb750 836cc big bore, 4 into 1 exhaust, pod filters, 140 main jet, 40 slow jet, needle clips are 1 from the bottom. I got the bike not running, leaking fuel, main jets chilling in float bowls causing fuel to drain constantly(fixed and rebuild kit installed. I am in denver so 1 mile above sea level. I have a haynes and a my cb750 manual. Bike runs,however, I want to make sure I do it right and get her tits. I don't see a definitive process for setting carbs properly. They should be synced, idle dropped performed with mix screw on intake side. Not sure what to do with fuel screw on engine side that controls rack and throttle assembly. I have a vacuum sync guage. Any input would be helpful.
