Back in January they put in an offering of 700Mil in Common Share Dilution. Which started the bull run. 3/30 they withdrew that position from the SEC saying that no shares were sold from that filing.
4/1 they listed a Direct Offering to Institutional Investors at a total of 125mil$ in shares totalling about 193mil for hedge funds. This direct offering is to the whales. Not diluting the public market of common shares. Hedgies Buying up Shares to increase capital for a larger fleet expansion. 125mil=Roughly 10-15 more Ships/Tankers. It's really not that hard to understand.
