Who do I speak to regarding a course that’s closed and under the enrollment capacity compared to last semester?

This upcoming spring is my last semester and I thought I had an early registration. However, when I enrolled in a 400 level course I need in order to graduate, I was waitlisted on position #1. But when I looked at the Fall semester for the same course it had 30 seats compared to now having 28 seats available. I’m not the only student in my major who needs this course as well. Is there a way I can advocate for myself and other students to allow this course section to open more seats? Also, will students like myself who are graduating get top priority? I just really hope the professor doesn’t dismiss me by saying they don’t have a say in letting me in.
