DACA transfer student help please

Hi if anyone on here is a student on DACA I could really use some help. The college requested I send high school transcripts to prove my residency along with my AB540 appeal and I just received an email stating that they denied my appeal because they never received my transcripts even though my high school sent a confirmation email stating they were sent to the college. Since I was denied I would have to pay out of state tuition and I really can’t afford it. If anyone knows if I can submit another appeal or anything I can do, please let me know :(
