The hospital Is asking about arrest including expungement

Asking for a friend,
The friend has a history of a misdemeanor related to petit theft. Basically a misunderstanding. The hospital they are applying to is asking about arrest history including expungement. They already have graduated from a CRNA program. This is the first time encountering this and wondering what is the best way to go about this? I know lying on the application can lead to dismissal but I thought expungement mean't you didn't have to report it, this is not a government job.
