How to improve the top layer of the lower part of the print?

Hi Everyone,

I was working on printing a fan mod for my CR-10 v1 and I noticed the top layer of the lower part of the model is looking a little rough. Yet the first layer went down perfect so I am pretty confident the Z offset is tuned well.

Any ideas where I should begin to troubleshoot this?

Printed with PLA at 190 degrees / 60 degree bed at 100 mm/s with 3 walls, 30% infill.
