Psychiatrists said there's nothing they can do?

My mother is 58 and she is suffering with her mental health. Her father was an alcoholic when she was young and from what I gather rather abusive. He stopped drinking and then her mother became very controlling. My mother and her mother became inseparable. They always lived in the same street and did everything together. He mother died around 3 years ago and my mother just can't come to terms with it.

She managed to get accepted for some counselling through the NHS in England. They believe her inability to get over her mother death is due to her childhood and what she had seen. My mother went to see a psychiatrist today and he said there's nothing they can do for her because it's 50 years of conditioning and the mind cannot adapt now.

Personally I think this is rubbish! Surely CBT or something similar would help?
