Teen mom, drug user, absent for 5 months, thinks she can just take her baby back and bail. What can I do?

As the title notes. This 18, soon to be 19 year old who is emotionally unstable, and irresponsible beyond belief has been absent from her babies life for 5 of the 8 months since he was born. He has been staying with my mother and I. I am this teenagers aunt, my mother is her grandmother (therefore the child’s great grandmother) when we took him in at two months he was very pasty, malnourished and seemed kind of slow developmentally. He had a major bald spot because she admitted to just letting him sit in his car seat or watch TV. She had no intention of ungluing herself from her phone to take care of the baby so she willingly left him for great grandma to take care of him. For the past few weeks I have collected endless posts of her wreck less behavior on instagram which includes but is not limited to, inhaling numerous tanks of “nos” smoking a ton of weed, drinking and driving, etc. Mind you she doesn’t have car insurance as she was found guilty of wrecking her own car and damaging 8 others. She has admitted to using credit card skimmers with her friends to rent hotels, etc I mean, you get the picture ...

My worry is, that the baby has grown attached to my mother who literally watches him 24/7 . He has a daily routine and stresses out when she’s not around. If this delusional mother picks her baby up , as she has threatened to do, not out of care for the baby but to emotionally stir my mother. What can we do to make sure the baby is safe? I don’t know what steps to even begin to take .
