How can a parent be deemed unfit?

Where do I begin My boyfriend and I had his teenage sisters (15,16yo girls) living with us in Illinois from Florida for over 2 years now. Mom is a career criminal and uses drugs. We have had them in school, insured and doing everything for them since then. We found a form when we got them in Florida that was a “guardianship” form that mom willingly signed and was notarized giving temporary guardianship to my boyfriend from the date we got them to an unspecified amount of time. We have never gone through court or CPS or anything like that yet but now we’re facing a crisis. Our 16 year old is facing some mental health issues and mom does not agree with how we’re handling it. She has called maybe 10 times to ask how they are doing in 2 years and is living out of an RV on someone property in Florida. She says she’s driving up here to take her kids back. There is a ton of trauma and history that has occurred that also builds this case to call her unfit.

Is there anything legally we can do to stop her? How can we make her an unfit parent? Will the sisters need to also consent because of age? Any advice would be helpful. Looking for where to start!
