CPS did nothing about my brother giving his underage step kids shrooms and pot. What else can I do?

My dumbass brother confessed that he was giving his 17 year old step daughter shrooms and marijuana over text. His step daughter has a history of SH to the point she was hospitalized 3 years ago and they used to have to do nightly searches in her room for sharp objects. He also said he was giving her pot, and that she wasn’t in therapy.

My brother told me that him, the 17 y/o, and his adult friend were going to trip during an ‘adults only’ party that included the 17 y/o. The 15 y/o step son was also going to be present in the home but not given drugs, and my brother admitted that he was going to purposely wait until their mom wasn’t home since she doesn’t approve of the substance use. They have primary custody of the kids, my brother’s wife (the kids’ mom) is currently being investigated on CP charges and my brother is defending her actions. The kids have said there has been no SA despite the CP issues in the home.

I called CPS and reported everything, he told me this over text so I sent in all the text messages. After a bit the CPS agent said they would recommend steps the parents could take to make a ‘healthier’ household but nothing else. My brother lied his ass off to CPS, denied everything, and the kids are still there. The 17 y/o is now 18. Nothing happened and I’m seriously worried tbh bc the 15 y/o is still there. CPS said the case was closed. Is there anything I can do further to help the 15 y/o or is it out of my hands now?
