Report for 2nd baby born w/Meth in system but DCF lets baby go home with Mom this time instead of with it's older sibling to grandparents? Advice pls!

I am in a support group and a member just posted this when we all thought she was going to pick up her son's brother from the hospital. The caseworker let the new baby get discharged to go home to a known drug house where several children have been removed already even though she wrote up this report.

The grandparents are stunned. They have full custody of the first and were told they would with this baby as well bc mom signed her rights over. Well mom got pissed about a missing money card that was returned to sender while she was in jail so she went NC with her parents not long after telling them she didn't know how pregnant she was and that she hadn't been getting care or stop using meth.

This is the first page of the report I haven't seen the rest, but the person posting it said it was suggested to go to a long-term treatment program with baby, but it was not mandated based on this paperwork. Supposedly Baby was discharged with her even after not feeding on its own and needing oxygen.

How could this be? I've never had interactions with CPS except calls on family members children so i don't know much about it.

All of us in the support group are just so wrecked at the thought of this known addict keeping her baby at home with no support, not even knowing how to properly feed it.

Surely there must be something that can be done by the grandparents to prevent this? Some sort of emergency custody something bc I think they said after the plan of safe action was created they weren't even listed the other family members that were on drugs in the house who have had children removed for the same reason were listed instead.

Any advice on how I can help her? I know they had a decent lawyer already so it sounds like there's not much to be done except wait til the baby is endangered even more.
