Are brief extracts from a documentary or interview protected under Fair Use?

Post Body

I'm located in Canada and want to start an educational youtube channel (specifically, drug--or psychedelic--education) and would like to pull short clips from documentaries, films, lectures etc., to comment on and analyze.

For a concrete example, say I take a 5 minute clip from a Viceland series called Hamiltons Pharmacopia featuring a Mexican magic mushroom ceremony.

In using such a clip, the video I release would include an introduction to ceremonial use of psychedelic drugs, some references to literature and my own comments, enhanced by the viewing of this extract from Vice's episode.

For an alternative example, if I were to extract a 30 second clip from this interview with Timothy Leary in Folsom Prison, would that be any different?
