Wherein lies the issue if I were to use sections/a whole book in a free published application?

If someone were to, say, publish an app of a translation of the Bible, at what point would that person need to contact a publisher/copyright holder to attain the approval to legally distribute and publish their application that contains a whole pre-existing translation of the bible?
