Can't seem to join anyone

I am having the continual problem of being able to join any parties. At one point I thought I could only not join my PSN friends' parties, however, that has been proven wrong. I always get the same error message. Has anyone else had this problem or does anyone have any tips? I am on PC and I have checked all my settings, restarted my router many times and this is still a recurring issue. I have even gone as far as reinstalling windows, I then reinstalled the game all with no luck.
