Can someone please explain why it is "raining people" in plunder to me?

I was playing plunder today to get my Halloween pickups and in 1 game i was in storage, got a message for enemy incoming, looked up to se, and i kid you not, at least 20 or 30 people falling in directly on top of each other to smash into the ground in a giant pile of weapons and armor. This happened a few more times, then a i died from a party and the next place i was, had the exact same thing happening.
Can someone please explain what i just witnessed? Is this a bug? A glitch? Random groups of people farming XP? I mean, literally, 20 or 30 people...all the exact same place.
