RS232 communication issue with Fanuc 21i-M

I have this FANUC series 21i-M controller. It shows LSK (Label skip) without RS232 cable attached. My understanding is it should give DR signal off when cable is disconnected.
Obliviously it cant transfer programs.
Is it fanuc main board issue or anyone can shed any light on this ?
