Best Houses to conquer Westeros that aren't the Targaryens?

I want to try and challenge myself by doing a Westeros conquest run starting in the Bleeding Years bookmark, but can't decide on what House I want to commit to. Obviously the major houses are a thing, but what lesser houses (I.E. Frey's or Harroway's) have the potential to unite and rule Westeros? I'm personally torn between doing a Justman restoration run or playing as the Vance's or Hightowers. I'll be playing with a few mods, like More Bloodlines and Congenital Overhaul as well.
