Halloween wasn't ever something that had ever been celebrated in Rome as far as Aine knew, but it was a part of her country's history, and here in America there was a version of it that was popular (even if it was bastardized and commercialized), so she figured that the legionnaires could do with a night off to relax and enjoy themselves, especially since the occasional break from their duties would help them focus more on what they were supposed to be doing the rest of the time.
To that end, she'd set up the party in the mess hall, clearing out most of the tables to make sure there was enough space. There were Halloween decorations, a dance floor for those that were interested in dancing, as well as a sound system playing some thematically appropriate spooky music. There were food and drinks set up along the walls, with basically anything the legionnaires could reasonably want being available, though in accordance with camp's rules, there was no alcohol, and Aine probably wouldn't have provided any even if it had been allowed.
In addition to food, music, and dancing, there was also a costume contest, as was fairly standard for Halloween parties by Aine's understanding, a separate section of the party stocked with beanbag chairs which was meant to be quieter, and where she'd set up a projector to screen old horror movies, and before they even got into the mess hall, there was a corn maze that she'd set up with the help of a couple of NPCs children of Ceres. Never let it be said that Aine McCracken did anything by half.
