Best teams to Rebuild that can actually bring in guys from the transfer portal?

I have found the transfer portal to be a complete waste. I have tried a rebuild of Oregon State and had virtually no interest from transfers, and Washington/Oregon stole my recruits (mostly with last second offers).

I tried FAU and while I was able to recruit High Schoolers pretty well, I again had zero interest from the portal and I needed to add a WR, CB, and a couple of LBs to even be competitive but no one would come.

I don’t want to just play with a good school but this game seems to be flawed when it comes to small schools/not elite G5 schools.

Who have been fun rebuilds for you that you can reasonably improve your roster in year 1?
