Who is to blame for all of this? Where did it start?

It’s well known that USC/UCLA were the ones reaching out to the B1G, but do we really blame USC and UCLA for this? Or do we blame Oklahoma and Texas or the SEC?
Is this something that started a decade ago when Nebraska joined the B1G?
